My recently purchased iPad Pro (9.7) is not syncing all of my photos located in the Photos app from Apple. When starting the sync, it displays the correct number of photos needing to be synced (ex. 1050 photos), and then once starting to sync, it stops after syncing just 10-20 photos. This repeats after each attempted sync.

My iTunes, iPad, and MacOS are all running up-to-date software. Storage is not an issue, as my iPad has more than enough storage still available.

How long have you given it to complete? Sync can take up to several days in my experience.

The sync states it's completed and stops after syncing the small amount of photos and then stopping (ex. gets to Step 6 of 6 then ends the sync).
 
My bad. I thought you were talking iCloud photos, rather than the photos app.
