So is it worth it on the iPad 5 (2017). New features vs bugs, hear a lot about wifi issues, will it slow down?
Are the new features worth it? Or should I stick to iOS12?

It won't slow down. A relative of mine owns a 5th generation iPad and updated to iPadOS 13.1.1. They've had no problems so far.

I have the 5th gen and updated to 13.1.1.

I haven't got the Safari handoff working from the iPad to my other devices yet, but on the other side of the coin it's noticeably quicker.

IPad 5 here too, and good to hear performance is as good as IOS 12. What concerns me is the size of iPadOS system. My current IOS 12.1.4 system takes less than 5gb on my 32gb iPad. Any feedback on this?
 
Safari handoff is now working between Mojave and my iPad too. I think it was installing Safari 13 that resolved it. (Was running Safari 12)
 
I have a 5th Gen and I have been quite pleased with the performance of iPadOS. I have noticed very little weirdness since I updated to 13.1.1, which would be my recommendation (well, you pretty much have to, anyways). iOS 12 was nice, stable and finally evened out quite well by 12.4, so if you can stand some of the rough edges in this first couple of iterations of iPadOS 13, then go for it. The new functionality is nice and is getting me closer to ditching a desktop for all but a couple of apps that I absolutely have to have day in and day out.
