Yes to this. The Stanford Shopping Center Apple Store (Palo Alto, CA) price matched Best Buy's $60 off the 128gb Verizon iPad Mini Retina for me earlier this week. All things being equal, I would much rather buy from Apple than Best Buy.

The Apple Store at Ridge Hill Shopping Mall in Yonkers, NY would not price match on a 32GB Verizon Retina iPad Mini last week. Asked two different staff members and they both told me that they only price matched certain items (not the rMini) during the holiday season and didn't expect to do price matching again at all until next holiday season.

The Stanford Apple store told me they price match up to 10% of the item, so long as it is a brick and mortar store that sells the item. Maybe some stores are more flexible? Two prior posters also price matched at Apple.
 
I got the Grand Central Store (in NYC) store to price match a retina Mini to Best Buy (I showed them in stock status on BB website). They said they only goto 10%
I got the Emeryville, CA store to price match a 32GB IP 5s from BB as well.
