How is 12 fine to restore from? You cant restore an iOS 12 backup on an iOS 13 phone. My understanding is that the phones were shipping with iOS 13 on them.
Yes you can. You can always restore to a newer OS but never a older one. So a 12 backup restores fine to a 13 phone. But a 13.1 backup will not restore to a 13 phone.
 
Yeah - I'm not too worried - I had a similar situation last year and it basically teleported overnight and was delivered without a hitch. UPS isn't screwing this contract up.

I'm hoping to do the same. I am on 13.1 beta so ideally I just pull down the data I want from iCloud without doing a full restore. Wanted to try to start fresh as well as a way to determine what apps I truly need that I have installed.

It’s such a great feeling, I highly recommended it.
 
I have the same departure but don't see any flights to the Baltimore/Washington area. Where are you?

Maybe it's going via ground or maybe to PHL (Departed around then)

Do you have to restore from your old phone to keep health data? I thought it was in the cloud and would be accessible just like calendar, contacts, keychain on the new phone. I prefer to always start clean with a new phone so I didn’t want to restore from old device but don’t want to lose Apple Watch Heath data.

The following quote is from https://support.apple.com/en-us/HT204136 :

"Activity, Health, and Keychain data (To back up this content, you'll need to use Encrypted Backup in iTunes.)"

I read this as meaning that you should use an encrypted itunes backup for this type of information.
