That was easy and painless. I was done by 5:02AM PDT with the store open on my iPad by 5:01AM. I got myself a 256GB Sierra Blue iPhone 13 Pro Max and a base model pink iPhone 13 mini for my daughter. Thanks, Apple. Their process is finally getting to the point where it's rather easy.
Go to the Store app on iOS/iPadOS. They always come up faster than on the web. Mine came up on my iPad at 5:01 AM.
Order in. Mini, 512gb, black. Delivers 24th

Ordering process longer than I expected. I had the preorder info filled out last night and it all disappeared this morning.

I had my email open for my preorder registration. I kept hitting the link which brought my app up and force closed (swiped off) the app and kept repeating until it let me in. Everything was set up and I just had to finish up paying via Apple Pay.
The new pre-preorder process was helpful and so was having the app.

Anyone getting “an error has occurred” when using Apple Pay to checkout?
Wouldn’t take my Apple Card so it finally went through when I switched to a different card. Ugh. Why won’t you take your own card Apple?

I had everything ready, approved with the iPhone Upgrade Program, and when I checked out, I got a message that there was a problem with Citizens One, and I wasn’t able to order. I. Am. Pissed. This has never happened before.
Edit: I switched cards and it went through immediately. Something is wrong with the Apple Card. Bad timing, to say the least.

Done, 1 x sierra blue 12pro 256gb and 1 x gold 12pro 256gb using the Apple Store app in UK, pickup 10:15 at London Westfield White City store.
Ordered iPhone 13 Pro Max 256GB Graphite. Replacing an iPhone 7 Plus.
Placed through the website. I was expecting the pre-pre-order to be in the bag already, but it wasn't. Had to select the phone again and reinput my cc.

No, worked for me. 256 Blue Pro Max ordered using Apple Pay 24 months installments on Apple Card.
Got one for me and wife it was super smooth with the pre-order preload process. Sierra Blue Pro Max 256 and Silver Pro 256 for wife — both delivering 9/24 
Seems like the Veterans store is still in preorder only fail mode.
