Maybe because there are other components using space also? Example: wireless coils.
Take a look at the tear down pics to see how space is used.
Sure, you could create a model that does what you say, but at what price?
Personally I would trade the 3 cameras for 1 camera that has a sensor the size of all of them combined. And a retractable lens. You wouldn't need multiple cameras then.

My question is, what about the lenses? My 45.7 MP Nikon D850 shows the flaws in lenses that cost $1k or more and weigh more than a pound. How Apple and others making 40+ MP lenses deal with the optics of the tiny relatively cheap lenses that they must by definition use boggles the mind...
 
Then it absolutely needs to have a faster way to get it off the phone than the USB 2.0 speeds Lightning still uses.

Fast charging on my Apple Watch 7 is pretty great TBH, that and a 36 hour battery life.

Lots & lots of computational photography going on inside. That said I do cringe at those many pixels in an iPhone. But if anyone can make it work, Apple can.

4k60 already is h.265 on an iPhone by default and if you have selected the high effiency toggle in your camera settings on your iPhone every iPhone video is shot in h.265.
By the way, 266 was announced a few years ago, it's just around the corner, I think.

It will look like a 48MP sensor that does 4in1 pixel binning.

The best 48MP camera I've ever use in a phone was the Omnivision OV48C found in the Mi 10 Ultra.
That thing was really impressive, 1/1.32 sensor size, 1.20µm pixel size or 2.4µm when pixel binned, it took outstanding photos in terms of detail, dynamic range and white balance with impressive night shots even without any nigh mode on. Sadly because of the US this was the last high-end sensor Omnivision launched but these are the king of specs Apple should be targeting for the sensor they will use. Such a sensor would definitely be superior to the one found right now in the 13 Pro Max.

There was a slight raised area around the edge of the lens. It wasn't completely flush.

According to this article,

Things weren't always so bumpy. From the original iPhone (2007) all the way through to the iPhone 5C (2013), the rear "iSight" camera was always flush with the body, meaning it didn't protrude.

I don't have any of those phones to examine myself, though, so maybe they just mean the protrusion is so minimal (like a tiny fraction of a millimeter) so as to be for all practical purposes labeled "flush".

If you enjoy macro photography upgrade to the 13 Pro, it’s amazing. I was planning on keeping my iPhone 12 Max. However my partner got a splinter in his had so small we couldn’t see it using a magnifying glass. He pulled out his iPhone 13 Pro, used the macro mode, got an amazing picture of the splinter & was able to remove it. That‘s when I upgraded to the 13 Pro Max for myself, because I’ve always been interested in macro photography. If that’s not you, you’ll probably be great with the 12.
