I've used my 15 Pro Max for a year now and I'm at 99% battery health. Granted, I'm a very low user since I much prefer using my iPad, so I only have 77 charging cycles on mine. I also only charge to 80%. I did not upgrade this year for the first time in a long time.
My 15pm is at 90%, cycle count is 245
Only time is gets low is at one of the WDW parks or on vacation when I take tons of videos/photos or with very intermittent WiFi connections.

So…. I just got the 15 plus for $899 + taxes. I just literally set it up yesterday. Do you think I should upgrade to the 16 plus?

Agree, really strange, previous iPhone Pro Max models have lost between 0% and 4% in 12 months. I don't have the always-on display enabled, don't play games, don't watch media on it. Charge using 15 Watt MagSafe charger but to lose nearly 10% capacity in under 12 months something has to be wrong with the battery. I didn't bother trying to argue it with Apple as they would say it was working as it should be.
I have AOD enabled, play some games, and do a lot of content consumption. It’s really weird. Maybe it’s not calibrated correctly? Or maybe I got really lucky with my battery.
