It's an improvement that can't hurt the phone even if iOS doesn't use the four cores. Can help in multi-tasking and gaming as well. Similar to saying it doesn't matter if the iphone 5S has a single core A7 cpu clocked in at 1.4 MHz. Don't see why a quadcore iPhone wouldn't be important to some people.Why does it matter how many cores it has? There are so many better things to worry about than how many cores it has.
Four cores doesn't automatically make it better than two until there are worthwhile reasons for the OS to take advantage of the extra resources.

Buy the white or black one. No one will force you to buy the gold one. Besides, we haven't even seen what it'll look like.

I'll take a shift in storage size to 32/64/128 GB and more battery life.
I still don't see how the 5C would cost less to manufacture than a 4S ( which Obama has saved), so I'd like to see it turn out that the "C" stands for China, and it turns out to be for China Mobile and not the rest of the world. (I can dream can't I?)
