Perhaps for iPhone 5 (4 years ago) that was the case. But not for iPhone 7. It is as I previously described: you must have an active Verizon account to order the phone. And going into the store to get a jet black 7 is not an option as there is no supply of them in store, therefore you can only order online (which again, requires an active Verizon account to get the unlocked Verizon version).
Online, yes. It's the same thing back then.
There are people here that are getting iPhone 7 in store without accounts as well.
As for you wanting jet black that's not in stock, that's a different story.

I bought a 7 black for my girl at the Williamsburg store in NY and a 7 plus black at grand central store in NY. Told the rep I'm paying full price. They scanned the box and told me my total.

That's great! To be clear though, are you saying that you were able to purchase a Verizon model even though you do not have an active Verizon account (ie you did NOT have to give them a Verizon account or phone number at any point)? Seems odd that they require this to purchase online (even if picking up in store), but not in store.

There's really nothing to argue here. It is a fact and easily replicated: if you are in the US neither apple.com nor the App Store app on iOS will allow you to purchase a Verizon model without having/providing an active Verizon account info (either for delivery or to pick up in store). Go ahead, give it a try (I've been trying multiple times a day for days).

Going to the store may work, but I spent 40 minutes talking to 3 different Apple reps (including a supervisor) and all of them said it wasn't possible or they weren't sure. I've also seen no one in forums yet state *explicitly* that they have gone into the store and were able to purchase a Verizon model without having an active Verizon account or needing to provide a Verizon phone number at some point during the purchase. If you have seen this, please point me to the post.

Update: Success. My local Apple store finally had a jet black Verizon model in stock. Went and paid full price without having a Verizon account, popped my AT&T SIM in and it was activated just fine!

Great news. But for future reference you can purchase any iPhone for any carrier at the Apple Store at full price without giving them your phone number. Like I said. They scanned the box and I paid.
