iPhone 7 from Reseller and Apple Care

There are no Apple stores here in Thailand. There is an Apple online store, but I don't have a Thai credit /debit card or Thai Apple ID. Only my UK account and card.

If I buy an Iphone 7 from an Apple reseller when they supposedly arrive later this month, would I still be able to buy Apple Care from Apple to cover it?

Yes. You can call Apple and purchase AppleCare on your new device. You might still need a credit card to charge the AppleCare plus on.
