This is true. If you try to buy an iPhone SE via the Apple Store app right now, it does the exact same thing. So oh well, it looks like I'll just have to settle for the T-Mobile version since I don't have access to a Verizon account.
I bought a 6s this time last year, unlocked AT&T model, through the iPhone Upgrade Program. I'm pretty sure it's not Verizon-compatible — whether it's because it doesn't have CDMA or because it supports the wrong LTE bands or some other reason. But this is not a new development this year with the iPhone 7.
Difficult to understand, yes. But not a new issue.
There may be another issue with buying the VZW/Sprint IP7 to use on ATT: AT&T may not support advanced features like Wifi-calling and VoLTE.
We purchased a TMO iPhone 6s on launch to use on ATT, since it was the only version available for "unlocked" use during pre-order. Turned out Wifi calling and HD Voice were not available on this model (even though it had all the required radio), and we had to exchange for the SIM-free model that became available outside of the return period (Apple made an exception for us)

Seems like these are the current "possibilities" on the table.
1) Buy Verizon at full price and there may not ask you for account information and you can get a iPhone 7 or 7+ to all major carriers in the US
2) Buy Verizon at full price and they will ask you for your account information (account number, social security number, name?) and if you don't already have that information and opt to use a friend's account info. there may likely be a conflict of which phone that service ends up getting activated on.
Is that right?

I'm thinking of this as well, as everywhere I would possibly go has GSM, and uses the same bands as the ATT/T-Mobile model here. The only caveat would be if they still carrier lock it, meaning that if I went overseas, even with popping out the sim, I still may not be able to use it until ATT or T-Mobile unlocks it.. and IIRC, don't they only do that by particular request, or asking to have it unlocked after paying off the phone?

The main idea with account info is to charge us an upgrade fees.I just got off the phone with Apple and the guy claimed to me that if you're purchasing through the Apple iPhone Upgrade Program that you will be asked what carrier you need the phone for and that you won't be asked for any identifying information (phone number, account number, etc). Doesn't sound correct to me, but this is what he said? I'm guessing that I will need a Verizon phone number and last 4 digits of the account holder's social. Can anyone confirm what actual information is needed to ensure that I get a Verizon model through the Apple IUP?
AT&T/T-MOBILE version is fully unlocked just cannot use with CDMA.
I am like you. I do not expect to switch. Just annoying that I would not be able to if wanted. Very slim chance.
After you enter you info it asks for your accnt. number. Try to Apple upgrade 6s.FYI: I just used the Apple Store app to try "buying" an iPhone 7 and it immediately showed me something saying my phone was in the iPhone upgrade program and asked me if I wanted to upgrade this phone. It went on to say that beginning tonight that I would be able to make a reservation to visit an Apple retail store to upgrade my phone through the program... so what's stopping me from simply requesting a Verizon iPhone when I goto my reservation at the Apple Store?
Agreed, the obvious choice should be the Verizon or Sprint model so it could be used in any CDMA/GSM network, IF those Verizon or Sprint models are unlocked. Do you know if those come unlocked? i.e. I buy the Verizon or Sprint model and right away in put my T-Mobile chip, will it work?

So, the dilemma:
AT&T model will have a better chip from Intel
But VZW model will have a better resale value
