[iPhone Mini's] lack of popularity in the marketplace
Do not forget:
Apple released its last 4,7-inch screen phone in 2017 (iPhone 8). In 2018 and 2019, the minimum was 6.1 inches. Some people were waiting for a smaller phone.
In May 2020, Apple released the SE2 with a 4,7-inch screen (same dimensions than the iPhone 8). Many people bought it because they had been waiting for a phone with a small screen.
Then in November 2020, Apple released the 12 Mini. Its screen was 5.4 inches, but its dimensions were even a little bit smaller than the SE2.
But now the "small phone" market was already saturated.

By releasing the SE2 gen six months earlier, Apple cannibalized the sales of the 12 Mini.

Yes but an iPhone Air 6.1” at £600-£650 ish would be perfect for those looking for a 13 mini replacement. Battery life proportionally the same as the 6.5”, i honestly would grab one of these, obviously never gonna happen though.

Also, the SE was half the price of 12/13 Mini... A premium small phone is an odd proposition; literally paying more for less. Loved my OG SE though.

Still got my iPhone 13 Mini, not convinced the extra camera was worth the extra $.

I personally would not have a use for a mini of any sorts, but I think it would be nice to have that option for those who do. My wife has tiny hands and would definitely choose a mini if offered. I don't think it should be an Air Mini however given what I perceive to be constraints/sacrifices with that phone.

I know plenty of people with small hands and fingers happily braving phones with 6+” screens, it has nothing to do with it. Apple are very down-to-Earth practical when it comes to their products, so if they do not sell well enough (for Apple), they just drop them.
 
As others have already mentioned, the current Air is already lacking in battery, photo, sound and SIM-slot areas, compared to most other models, so making it smaller at this time is simply not possible. But hey, what’s wrong with iPhone 17? 😉

SE2 with 128 GB was €529. 12 mini with 128 GB was €849. Thats not twice as much.

Why is a premium small phone odd? All the latest technology in a smaller box? In other areas we are paying good money for smaller sizes.

And the 12 mini had so much more than JUST another camera.
In comparison to the SE2, it had a Full-Screen Retina Display wth HDR, FaceID, much better FaceTime camera (12MP vs 7 MP) and MagSafe compatability.
And it supported 5G, instead of LTE only.
 
Wouldn’t it be nice with a smaller iPhone Air? Phones are getting too big and heavy these days. Can somebody call Tim Apple and tell him to make one?
I loved the iPhone Mini and had both versions of it. And a slimmer version of it would be great IMO.

BUT: the battery tech does not exist to make this form factor work with the power demands of a modern device. I dare say that if an ultra-slim Mini existed, the battery would make it like half a day for many people. Combine that with the fact the people overwhelming seem to want bigger screens, and this is just a total non-starter of an idea.
 
I would rather have a Pro mini that still weighs 8-ish oz, but is a wide boi -- square and thick, but still managing to be small. Give it the good cameras, lots of RAM, an A Pro chip, vapor cooling, great speakers, and a big fat battery.

There are many complaints about the aged battery life of regular thickness 5.4-inch and a thin 6.1-inch device would face the same problems. The battery and rear camera sensor would have to be compromised. Think iPhone 16e sensor size.
