What was the reason for Apple's decision to replacing iPhone6 (and later) batteries?

Thats what im asking, why are they offering a 29$ battery replacement? What problem will be solved with the replacement? I got a 6S+ iPhone and its battery, the last couple of months, will drop its energy faster than what it used to. Is that supposed to be the problem that the battery replacement will solve?

It was discovered that Apple was throttling iPhones when the phone detected that the battery was not optimal. Therefore Apple has agreed to replace iPhone 6 and newer batteries for $29. And they also added battery health where you can see your battery's charge health.

What do you mean by throttling? And also what specs would a battery have to be considered as optimal?
