I'd probably just say avoid using portrait mode on shots were portrait mode gives poor results.

Ouch, that looks like the effects of software driven bokeh (background blur), on a SLR camera it's hard enough to get a shallow depth of focus on smaller subjects, even in decent light with a fast lens.Has anyone else noticed that portrait mode isn’t able to accurately taken pictures of birds, or love birds specifically?

Doesn’t help. It still takes the same photo and the slider makes it less blurry but still blurry. Is my camera defective?
I grew up with birds. Amazon parrots and African Greys and sun conures. None of these were mine (my sisters birds). Why? I can’t stand bird that can bite. My bird of choice growing up were parakeets and pigeons. Neither can harm if they bite. Had a pigeon for 7 years and last year got a pair of racing pigeons from a local breeder as babies - hand fed them (wife and I did). We also rescued a cockatiel who is super tame now. Pigeons love to cuddle and hang around us as we work in the office. Their birdy diapers keep it clean. But yeah can’t stand birds that bite.

Here we go. Grey hates phones which is why she’s a bit fluffled up and the Senegal likes to dance because ya know.
As you can see the software based bokeh is picky/choosy. You can have really shallow depth of field or not. Overall not bad, but its not DSLR.
To the op, have you replicated the issue with one particular spot blurred out?

I love all God's creatures, if you were to ask me the bottom of list it would be ......An African Grey, taken in deep shade at the local zoo, through fine bird mesh, using a DSLR and macro-lens. She loved my camera and kept on coming up really close for me. To expect this sort of focus fall-off from a mobile phone is silly. It takes real optics to achieve it. An emulation is just that, an attempted copy of something.

I don't think it's to do with the birds. I tried to use portrait mode for the first time while taking a picture of a LEGO sculpture, and it does the same thing where the edge of the object is out of focus even though it's in the same plane where the camera should be focusing. My theory is this is because the iPhone's portrait mode is mostly controlled by software reconciling the two images created from the wide angle and telephoto lens, rather than true shallow depth of field that can be created by a single large aperture.
