That's just it. It seems experiences are all over the place. Some of the odd places, like the analytics screen, that imo, is just software. YouTube has this random microstutter. That's why above I give Apple 97% on this as this stutter seems to be in random, odd places.
stutter is intermittent issue. you can see stutter while scrolling everywhere. not related to any app. but it's intermittent. maybe it happens in Instagram, sometimes in YouTube, safari. it's important to know that stutter happens in video too. this shows something is wrong with screen's pixels and not related to iOS performance.

No, this type of stutter is not present. Most places are smooth as silk, except for what I noted.

I have an iPhone XR 128GB, bought at launch. So, the phone isn’t new, but it does have 128GB capacity if that counts for anything, and 90GB of that are and have always been free.
Also, I don’t think I experience the same stuttering as some of you, as I never saw any stuttering in video. The stuttering I sometimes see is in animations (opening and closing apps on the home screen, where it seems as if some frames are dropped during the animation).

This morning I experienced some animation stuttering more than usual and it happened while the phone was hot. I noticed that the phone got hot while I was using my banking app to make some payments, that lasted some 15 min. That app is by no means a sophisticated piece of software. I think poorly written apps take more out of the phone and can make the phone hot and slow it down/cause stuttering. So, we need to define what it means to say that the stuttering is related to a specific app, because it can be two things - it can mean that the stuttering only presents in a specific app, or that the stuttering presents elsewhere, but is caused by a specific app (this is more difficult to spot).

I think this morning the stutters on my iPhone XR, which were present on the home screen, were caused by my banking app that I ran for longer than usual and the phone got warmer than usual. Maybe it isn’t the case, just thought I’d share so those of you who are seeing intermittent stuttering across the system would pay attention to what app(s) you were using prior to the stutters presenting.

Also, I didn’t see this being mentioned, but the battery getting low on juice could also cause this. The XR has such amazing battery life that I very rarely go into the red. I once dropped below 10% and the phone slowed down to a crawl, everything was very visibly stuttering and it was obvious that the OS is accounting for the low power that it makes everything laggy. This wasn’t as obvious and as severe on my previous iPhone 6, I’d sometimes drop below 10% and I didn’t experience such a dramatic decrease in performance, so maybe it’s a characteristic of the new phones and the new chipsets.

Which iPhone? My xs max gets hot but not when calling. It gets hot on the backside under camera when using LTE. Even using an app (Instagram or Safari) for more than 15-30 mins it gets hot too.
 
I have iPhone Xs Max. Stuttering was an annoying issue since iOS 12. Non of iOS 12 updates not fixed that. Now it presents in iOS 13 too. Removing all data, reinstall iOS, set as new phone, create new apple id, don’t install any apps and more things can not fix it. I really don’t know is it hardware issue or software issue! But Apple store told me my phone is ok and there are no hardware issue. By considering this is a intermittent problem, we can say it is a software bug.

It is now my 3rd iPhone Xr and the stutters are still there I also tried everything. Always set up as a new iPhone but does not work. The animations bother me the most, for example when I switch between home pages. No more hopes...I turned on reduce motionen now. :(

Yes. No more hope. That’s really really annoying.
 
Just came from the store, I tried the 11 Pro, 11 Pro Max and the 11. I noticed that the 11 Pro and Pro Max stutter quite a bit, more so than the 11, which stuttered only a little. It was odd to see this, particularly since the stuttering was somewhat different than on my XR, in that when you tap on an icon on the home screen, it takes a moment to register the tap and open the app, after which there is a mild stutter in the animation. It was surprising to see this as previously when I tried the XS Max (after launch) and the 11 Pro Max (months ago), there were no stutters, the phones were smoother and faster. All three phones were on 13.3.1., max brightness, wi-fi on.

I don't know if it's the demo mode affecting this, but I did expect these three phones to be smoother than my XR. Not perfect, but smoother nonetheless, and they aren't. It seemed to me that the 11 Pro Max stuttered the most.

Also checked the storage, naturally these units are packed with apps so that customers can try them out, but none of these had less than 20GB of storage available and they were 64GB models, so it can't be insufficient storage. Also tried the app switcher, there were just a few apps on there, so it's not like the phones were used too much. It seems to me that it's down to iOS 13 being poorly optimised in this regard and it won't be fixed by users, only by Apple and probably in later versions of iOS 13 or more likely in iOS 14 if it's a stability update.
 
Something is really wrong with the A12 chip all Xs and Xr iPhones stuttering. Also the iPhone‘s in the Apple Store, but the iPhone 11 and 11pro run very very smoothly. My Xr was exchanged 2 times still the same problem...I hate it.
 
I’ve been casually checking this thread over and over again, but never understood the exact problem.
I don’t notice anything on my personal device but curious to check.

I’m on an XR at 13.3.1.

Could someone give me exact steps to reproduce this issue?
 
Im currently on beta 4 of ios 13.4. It seems like the stuttering are now mostly solved. But there are still minor stutter happen in certain situation such as scrolling in whatsapp and instagram feeds. Hope this can be fix real soon
