I agree with you. It's a hardware issue, maybe related to OLED display or refresh rate.

to those who can not see the stutter, please go to Setting> Privacy> Analytics & Improvement> Analytics Data and then open a error file that has lot's of text and you can scroll it (like JetsamEvent). for the first time, scroll the page and you see the scrolling stutter. remember that this scrolling stutter just happen for the first time of scrolling which got a little better as scrolled back.

Yep yep, I see it now and now I am noticing it a bit more on Twitter.
 
During a routine call to Apple for help with the Music app, I mentioned bugs in Apple products which don't seem to be addressed by Apple, perhaps due to the relatively small number of complainers. I mentioned the animation stutter and the lady on the other end replied enthusiastically that she agreed with me and was very annoyed by the stutter in phones with the A12 and A13 chips. I was pleased that she took notice, though I am afraid that it is unlikely that Apple will do anything about it.

I am afraid that's an internal issue and no update will be able to fix it. But as long as there is a hope I would like to try everything to remove that stuttering while scrolling. It's really annoying. I got a new iphone 11 pro and it looks slower than my "old" X...

If apple doesn't help perhaps we could help each other. Is there anyone here who could try a hard factory reset, removing as many apps as possible and tell me if problem persists?

E: Btw, set the wallpaper to the whole black screen. Seems like it helps a little bit.
E2: Have you tried to downgrade to ios 12.x.x?

I have iPhone Xs Max. Stuttering was an annoying issue since iOS 12. Non of iOS 12 updates not fixed that. Now it presents in iOS 13 too. Removing all data, reinstall iOS, set as new phone, create new apple id, don’t install any apps and more things can not fix it. I really don’t know is it hardware issue or software issue! But Apple store told me my phone is ok and there are no hardware issue. By considering this is a intermittent problem, we can say it is a software bug.

There must be a solution. Either we find him or apple admits they made mistake and their phones are not just as good as they think.

This cannot be an OLED display issue since all these displays are supposed to be faster. These OLEDs have a near instant response time. That means pixels shift color instantly. For me it looks like A13 bionic chip problem or a missing driver.

Apple has definitely improved on the stutter since iOS 12. iOS 13.3 very few places have stutter. One inconsequential screen was mentioned above. But it definitely would be helpful to list where the stutter is and isn’t.
 
From my own experience I would say it's everywhere. Here is the list where I noticed it just in last two days:

Google chrome - news feed, facebook
Safari - Facebook (comments)
Facebook app - While scrolling and reading comments
Settings - got lag while loading screen of battery usage (in last 24 hours)
Settings - while changing wallpaper (I just swipped back and it got lag)
Photos - I was randomly switching between pictures
App store - Just when you open it, first swipe is nearly always ****ed
Home screen - while switching from right to left and left to right
iCloud storage, Google disk and even Mega storage and many more apps where you can scroll down. If you are patient once it will get lag. You never know when it happens but it happens. And once it happens then it's okay until you close it.

I really believe that would be much easier to make a list where everything works properly.

right. you can easily see it when you changing stories in Instagram, too.
stutter happens in anywhere. I told before, it's like screen's pixels can not changing color as fast as should be. I mean it's not just for specific app or place and it related to screen. from iOS 12.1 to iOS 13.3 I can see stutter in my iPhone XS Max.

I think you maybe very sensitive. I really don’t get how this bothers you so much. It’s not going to be 100% smooth.
 
My reason for thinking it is in the hardware is the fact that my new iPad mini 5 has animation stutter in a few places and its predecessor (the mini 4) does not have it. An iPad with a 3 (?) generation older SoC has smoother animation. The mini 5 has an A12 (same as the XL and XL Max phones).

If anyone has a mini 5, the stutter is very obnoxiously present when you move a slide-over app across the screen. Again, the earlier mini is totally smooth doing this operation. (There are a few other places where the mini 5 stutters, though scrolling is smooth.)
 
The main reason i think it's not hardware related is that , when i make fresh install of the OS , the first 1/2 days it works as smooth as possible. Then .. something happens ..
Exactly. I think it’s a software issue but it related to hardware. if it’s a hardware issue, then we should always see stutter. But it happens unexpectedly.
 
When I (briefly) owned a XS Max, the stutter was always there (though appearing intermittently). I made a few fresh installs of the software and the stuttering always came back within a few minutes of using the phone. Of course, this was with some version of iOS 12.

Furthermore, the animation issues on the iPad mini 5 (which uses an A12) are not intermittent - they are always present and have been for all operating systems starting with iOS 12.
 
Someone told me “I just somehow sort of fixed it... I have tried everything to fix it and then I installed 3uTools (not iTunes) and did a restore from latest backup. My home screen is not stuttering anymore!”
Can anyone confirm this?

Tried brand new iPhone 11 PRO and searched throught some critical zones I know they are stuttering. The new clear iphone had exatly the same problem. It's definitely not RAM issue. Might be something with A13 bionic chip bcuz lag/freeze always happens when you are trying to reach (by scrolling) a point that isn't loaded properly.

I compared one stuttering page with android phone and the difference was in loaded background. On android when you scroll too fast you see black/gray background that turns into a picture. On iPhone you see normal pictured background but when you scroll throught that you are in problem since it's not ready. Hope you understand.

One thing is sure. If you open a page and wait till it gets fully loaded you have no problems in scrolling. There is no stuttering effect then. This makes you think if A13 bionic chip is really the fastest... Or is it slowed by iOS 13?

Fixing what? They have virtually eliminated most stutter in much of the areas of the phone. I don’t think Apple will devote more resources to this.
 
when i owned the XS for about 5 days i noticed the stutter and the same with exiting apps, i returned it for the XR and was happy.. no stutter... i now own the 11 pro max and have zero stutter issues.. i love this thing!!

11 pro max stutter too but it happens very rarely. Pro max is much better than xs max.

I'm giving Apple a 97% on this, not 100%.

Still stutter like iOS 12.1

That's just it. It seems experiences are all over the place. Some of the odd places, like the analytics screen, that imo, is just software. YouTube has this random microstutter. That's why above I give Apple 97% on this as this stutter seems to be in random, odd places.
