I've tried to look for some type of stutter or anything while scrolling safari and anything else and I couldn't see anything. Maybe my vision is in old school 24 FPS instead of 120 FPS LOL
I just discovered something about iOS 13 which might explain what I saw in the store (slight chance). In order to use the new watch, I needed to upgrade my iPhone 7+ to iOS 13. After the upgrade, the phone had extreme stutters everywhere. I had recently upgraded my other phone (a plain 7) and it was smooth. I thought a reboot of my 7+ was in order and afterwards, the 7+ was back to being very smooth.

It is faintly possible that this is responsible for what I saw at the Apple store. Occasionally, a system upgrade requires a second reboot before it works properly. On the other hand, rebooting certainly had no effect on my XS Max - the stutters were always as bad after rebooting with that phone. I even set up the XS Max from scratch to no avail. However, rebooting fixed my 7+.
 
So I did a comparison with one of my friends iPhone XS. They’re running IOS 12.0 meaning they never updated the phone since launch, and I’m using IOS 13.0. I did an overall comparison, opening apps, closing them etc. I noticed that the Xs on iOS 12.0 stuttered far more than mine. I asked him if he noticed the stutters and he said no. So I believe Apple is fixing the stutters but slowly. My Xs only stuttered once, opening a game. While on IOS 12 the whole phone stuttered. I think IOS 13 is a really good improvement and IOS 13.1 will be better. :)

I love how dishonest/blind these tech youtubers can be sometimes. They really do lead people to believe that their phone will be perfectly smooth especially if it’s a new flagship with obvious software bugs that really ruin the experience especially when it’s something as basic as swiping through home pages.

It also happened multiple times in UrAvgConsumers video
 
Apple musn't like you... I've been using iPhones since the iPhone 5 and no stutter so far.
I had iPhone 5, iPhone 6 and iPhone 7 before my iPhone XS Max. none of them had animation stutter except this iPhone XS Max. it seems iPhone 11 Pro suffer with stutter issue.

All the earlier models you said have an LCD display. The XS Max has OLED so perhaps it's how you're eyes are seeing the OLED display vs the LCD? I have the XS Max too and no stutter but maybe your eyes are different. It's like when a video of a TV shows flickering but it's not visible to the naked eye
 
I went to the Apple store yesterday and found that *all* of the new phones (including the 11) have very noticeable stutter when scrolling. It is initially very bad but gets a bit better after scrolling a bit. I notice it particularly on the widget editing page: scroll through the list and it stutters badly (even my wife noticed and she is not usually sensitive to these things). My iPhone 7+ and 7 are very smooth, running the same OS.

This will never be fixed since most people don't notice or are not bothered by it. It seems to be in the newer A-series chips since my A12 based iPad mini 5 also has it (though not in scrolling but in other animations) and my 4 generations older mini 4 is completley smooth.

I had a 7 before I got my Xs launch day last year and it didn’t have any microstutters either. I didn’t get the original X so I’m not sure if that one is affected as well.

I first noticed the stutters on an XS Max I purchased last Christmas and I was initially very surprised that the top of the line phone should be stuttery while my much older 7 was very smooth doing the same things with the same OS. I spoke to someone at Apple who agreed that there were stutters but said it would be fixed within the next few months with a software upgrade. I had some doubts and returned the phone within the 14 day window.

I still think that most people don't notice the stutters unless it is pointed out to them. There was almost no mention of it on any of the usual blogs and podcasts, some of which can be very critical of Apple. This is why I don't think it will be fixed - I believe it is a hardware issue and there are too few people complaining about it (out of the >100 million phones they sell!)
 
iOS 12.1.2 here on my XS Max, stutter mentioned in the first post is gone. I let Safari sit idle for 10 seconds, then resume scrolling and nothing happens, scrolling is smooth. I let it sit even for a minute, and nothing again. Scrolling is smooth as it should be.

The only stutter that I am getting is occasionally when swiping through home screen.
 
Guys, we do not have any apple stores in my country and because of that, I can’t use iphone 11 pro before I buy it. So, what about the new iPhones? Are they stutter to? Like animation stutter or scrolling stutter or opening or closing apps and...? Thanks

I have been to a local Apple store twice and found the 11 Pro Max to have very noticeable scrolling stutter. I went to the Apple home page on both my 7+ and the new phone. My 7+ was always smooth and the Pro Max initially had very severe stutter which got a little better as I scrolled back and forth.

My brother bought iPhone 11 Pro Max. I will check it as soon as possible. I hope I could see animation stutter on it to make sure stuttering issue is a software problem.

Update: I could see animation or scrolling stutter in iPhone 11 Pro Max, but it's very rare. Pro Max is much better than XS Max.

I updated to IOS 13.2 a while back, app switcher is a lot faster but overall the stutters still happen every now and then. But they aren’t that annoying anymore, I’ve honestly gotten used to it. Only time I really notice stuttering is when I open or close apps and swipe between the home pages. Scrolling doesn’t stutter from what I see.

I agree with you. It's a hardware issue, maybe related to OLED display or refresh rate.

to those who can not see the stutter, please go to Setting> Privacy> Analytics & Improvement> Analytics Data and then open a error file that has lot's of text and you can scroll it (like JetsamEvent). for the first time, scroll the page and you see the scrolling stutter. remember that this scrolling stutter just happen for the first time of scrolling which got a little better as scrolled back.

Scrolling through the analytics files, that is the only place I see stutter on 13.3 on Xs max. Likely some software issue as the second time through a large file, there is no stutter.

I don't see any stutter when scrolling the very long analytics files on my 7+. Smooth as silk first time and any subsequent time. (iOS 13.2)

It happens just in XS or XS Max. But pro max is very smooth. I’m sure something wrong with display. It means there is a hardware problem and will never be fixed.

Update: I saw stutter in iPhone 11 Pro Max too. but it's much better than XS Max.
