Your capacity choices really depend a lot on a) how you plan on using your iPad and b) how much of a "pack rat" you are.
First off, I ought to say I was somewhat surprised at how quickly I was filling up my 16gb WiFi unit. Six months of ownership and I had 13gb filled up. Which led me to ask if I really needed to carry a whole season of Mad Men around with me. First lesson: Carrying a lot of movies and TV shows takes up a LOT of space. If you plan on doing this - and aren't disciplined enough to remove old episodes - go for the big specs.
Secondly, there is tremendous variation in the amount of space Apps take up. I've got a couple of driving games (Asphalt 5 and GT racing) that are more than 400 megabytes each. Even news Apps can add up: The Daily is more than 40 megabyte. On the other hand, some relatively powerful productivity Apps are relatively svelte: Sketchbook Pro is just over 14 mB. Pages (the Apple word processor) is 66 mB. Planning on playing a lot of action games: Gonna need a lot of space.
Lastly, there is the issue of Music. I've got more than 8000 tracks in my iTunes library. But I made the conscious decision that I wasn't ever going to need my full music library on my iPad. And fortunately the synch software makes it pretty easy for me to keep just a small fraction available for those odds moments when I need it: My Top 200 Highest Rated, a automatically-selection of 100 "underplayed gems", and the most recent unlistened podcast. And all that fits into a gig and a half. But if I were to carry everything in my library - there'd be no space for anything else.
Bottom line: Buying a top-of-the-line iPad can get expensive. You need to balance your needs, your habits, the inevitable future upgrade, and your budget.
