I am also getting conflicting information from AT&T. Some reps say the throttling ("deprioritizing") occurs at 22gb per line and others say at 22gb per account. In my case, that's a huge difference.

Unlimited data is not shared in an account. If you have a family plan with 4 unlimited data plans you dont share any amount of data so once one line hits the 22gb mark and the others dont then only the particular line can get throttled.
The other lines will get deprioritized only after they hit that amount each.
 
It's decent by why can't att not get anything over 10 upload? I've tested it daily and the best I've gotten was 14 upload. T-Mobile is around 25-35

Probably congestion. Band 30 I think is to address congestion while Tmobile is fast but band 12 helps with coverage.

Yeah seems so far att has a bit better coverage especially out of the city. T-Mobile speeds are faster but the coverage isn't quite there yet.
