Thanks Guys ... i was 6 hours in ... but the reboot idea worked .... not sure I'm gonna update the MacBook Air atm .. I'm sure Apple are getting a lot of complaints about this...
 
Adobe took its latest stand-alone version Photoshop CS6 off the market in January. The 64-bit application worked under Mojave in 64-bit limited mode, I had tested it too.
But it doesn't work under Catalina anymore.

Since I don't think Adobe's current software rental is cool, I've basically separated from the company. I'm glad that there are professional others with same or better features, e.g. Affinity.

I had to reset as well. Everything seems to be ok now. Well... almost - hard reset is the only way I can reset my MBP after the update. Choosing to restart or to shoot down from menu closes all apps but doesn’t shut down the Mac - it keeps displaying the wallpaper...
 
I reported this exact bug and resolution with a system log to Apple. Yet no response and they rolled out the release anyway.
 
Happened to my wife and I - We both have 2017 MBP 13' TB laptops.

Definitely the roughest OS upgrade ever. But now that it's done and installed - happy. Definitely flies faster than before.
 
I have one, it's empty now, it's a folder created by third party software afaik.

Yup. I don't think a default install has it.

That said, I thought I didn't have it and turns out I do — and it was apparently migrated fine. In it? Some old version of X11. I have no idea when or why I installed that.

Shame we can't do a verbose install, otherwise it would show where it hangs.

You can kind of do a verbose install in… some situations. I don't know if it works in the "Setting up your Mac" UI, though.
 
I experienced a similar issue when installing Mojave on a 2013 MacBook Air, and a reboot resolved that issue back then, too.

macOS is still rock solid, but seems to be developing a few more cracks in the roof as it matures. Guess it's getting harder for Apple to keep everything working well together as features are added. Understandable, so I don't berate them over that.

I installed the last beta (beta 10 I believe) and deleted the beta profile when I saw the news of the release. Ever since then I’ve checked for updates but nothing is showing up on my Mac. Was beta 10 the GM?
You have to go to the App Store, search for Catalina, and click "Get" on the software page. Then, it should open in the Software Update section of System Preferences.
 
My wife’s (my old) 2013 15” rMBP hung last night during the update, which I solved by rebooting. My iMac was really slow updating, but it did end up working. I probably would have rebooted it too, but was then working off my iPad Pro, so it didn’t matter how long it took.

No. Beta 11 (not 10) was apparently the same build as the GM seed, but the actual GM is a slightly newer build then that.

I had this exact issue on a 2013 27" iMac - after a restart it worked fine... until my screen saver started... and it froze again... but after that its been good!
 
Came to this solution on my MacMini. I had backed it up, so I was prepared, after two hours, to restart from scratch. Was pleasantly surprised when the Catalina login screen came up, and then everything was fine. I'm guessing that because I didn't download the latest macOS 10.14 upadate, just before updating to macOS 10.15, may have caused the settings hang.

I regret leaping into this new OS. Would go back if I knew how.

Now dealing with annoying new podcast app. e.g. Where's the timer on the visual play tape? I see that I'm about halfway to the end of the podcast, but is that 10 minutes remaining? 30 minutes remaining? There's no running clock! Oh, place your mouse over it and the times appear! So clever--hiding useful information! Now instead of just glancing at it you have to 'ask for the info' by doing something with your hand.

Same 'improvement' in Music app. Thinking of my poor friend who doesn't have full use of his extremities...

And you'd think if they were going to spawn a new partition, they'd at least update the name to "SSD" instead of "HD".

Did you get past this issue? "opt" it not a file, but a directory at the root of the drive, unless you had a file called "opt" that was conflicting?

Yah, this type of silly "fancy UI" is really annoying. I'm very concerned by Apple's usability testing. They should not be overlooking or missing stuff like this. I bet they are testing with the "cool kids" that don't care about stuff like this.

After the Mac gets to the "Setting Up Your Mac..." screen, the macOS Catalina installation is largely complete. We don't recommend restarting right away, but if sits at that screen for a half hour or more, shut it down because it's not going to resolve on its own.

The macOS Catalina installation takes some time so don't restart ahead of when the setup screen pops up, but based on a multitude of reports, resetting in this way if it gets stuck appears to be a safe way of getting your Mac up and running again.

The "setting up your mac" has always been a PITA. Takes even longer to load in than the at least groovy "Welcome" screen in a thousand foreign language animation of yesteryore. Ah, the good ol' days.....

And while we're at it, why the heck does a simple security update take as long as a complete OS install these days?
 
I ran into this exact same thing, and waited 16 hours and it still did not resolve itself. Finally out of frustration I rebooted the Mac and that fixed the problem, just like this article states.

I had the same problem but during the update, with approximately 9 minutes left to finish, the process went into an undefined state, passed 1 hour and forced the shutdown. Restarting and finishing 15 minutes later. Fortunately, the update came to a good end.

My Mac Pro 2009 with an Ati7950HD graphics card installed fine (with the Calina patch). No hangs on settings and everything appears to be working fine (and snappily).
 
"Hold down the power button on your Mac until it turns off, and then power it back on".

Besides NOT being a reboot but a FORCED shut down and then COLD boot, that could create serious disk directory damage or corruption that Apple Disk Utility cannot repair on APFS volumes.

Other applications like DiskWarrior, TechTool Pro and Drive Genius cannot be released to rebuild directory of APFS disks (compulsory for booting disks since macOS 10.13 High Sierra, which was released by September 2017), because Apple has not yet released documentation about how to write to such disks more than two years latter, as Alsoft states:

The next major release of DiskWarrior will include the ability to rebuild APFS disks. Apple has recently released the “Read” portion of the APFS format documentation. Our developers are now waiting for the “Write” portion of documentation to update DiskWarrior to be able to safely rebuild Apple File System (APFS) disks.

And worse of all, no more macOS 10.12 Sierra security updates from now on, since macOS 10.15 Catalina has been released. Stuck on Sierra here, until Apple releases such documentation and DiskWarrior 6 is released to rebuild directory of damaged APFS disks. Then --and only then-- will upgrade to Catalina or newer (safety net).

Please, send feedback to Apple about such serious problem, both for developers (cannot update their applications) and users (cannot rebuild the directory of corrupted APFS disks; and will not upgrade to Catalina or later until that is fixed; with the corresponding huge security problem, since Sierra will not be further updated since it is too old now!!!):
