So far, all the remanufactured phones we have seen/heard about still have the old bootrom.
The 3rd, 4th & 5th digits for you are the date of re-manufacture not when the phone was initially made.
And the letter "k" instead of a number does indicate the phone was re-manufactured.

Updated to add a warning about 3.1.3.
This thread really needs to be stickied and locked. I was just about to post a couple questions about both my older 2G and a refurb 3G I want to get. Your post really needs to be highlighted for everyone to see. It would stop a lot of these repetitive posts (although there is an information overload out there about jb/unlocking).

I have a few questions I haven't been able to find answers to.
1. I have a week 42 3Gs requiring a tethered jailbreak. If I JB on my Mac, can I boot from a PC?
2. If I JB using redsn0w is I possible to boot using blackra1n?

IMPORTANT NOTE ON 3.1.3: Please do not upgrade to the newly released 3.1.3 version of the iPhone OS. There are few if any benefits to doing so, and many drawbacks. Please stay with version 3.1.2 until further notice. For those of you who have already upgraded, this update affects jailbreaking and unlocking in the following ways:
1) Redsn0w cannot jailbreak iPhone 3GS's running 3.1.3, and may not be able to for some time.
2) To jailbreak a 2G or 3G iPhone running 3.1.3 it will be necessary to "trick" redsn0w by pointing it to the ipsw for the 3.1.2 firmware even if you have the 3.1.3 firmware installed.
3) 3G and 3GS iPhones that have been upgraded to 3.1.3, even if subsequently downgraded, cannot be unlocked with any currently available tool.

Alright I've got a question regarding numbers 2 and 3 here. In number two you say that an iPhone 3G with 3.1.3 CAN be jb'd with redsnow if it's tricked. In number three, you say that both 3G and 3GS CANNOT be jb'd at all. Sorry if I read this wrong I'd just like some clarification. Just so you know I own a 3G 8GB running on 3.1.3 that I picked up back in May 09. I'd like to jb it again but accidentally upgraded to 3.1.3 before reading these warnings. Thanks for the help.

Wow can't believe i missed that. Thanks a lot guys. Also I've went through the steps described in your link to jb my phone but when it's about 80% done itunes tells me it cannot finish the update. It gives me error code 1015 which i found on the apple site:
Error 1015: This error is caused by attempts to downgrade the iPhone or iPod touch's software. This can occur when you attempt to restore using an older .ipsw file. Downgrading to a previous version is not supported. To resolve this issue, attempt to restore with the latest iPhone or iPod touch software available from Apple.
How do I get passed this?
