I think the only reason we got the Ultra 2 is because the S9 is such a big jump over the S6/7/8. If the S9 can get the new features of the 10 without new hardware, Apple could conceivably offer those upgrades in WatchOS 11 for the Ultra 2 and not release an Ultra 3 until 2025.
S9 is not a big upgrade over 6/7/8. It only has double tap gesture and that's it. The faster processor is only there to do Siri requests on device. S9 has been one of the smallest updates on AW.

I have a series 4 & 5 Apple Watch ss, and an Ultra 1. You cannot just be out there buying these things every other year. horrendous trade in values, we’re talking 30 bucks on an 800 dollar watch the next year, and you can;t really sell them. So they have to slow down with releasing them because imho ppl do not buy these things as often as an iphone, they can’t!

Plus, you can only get 0% financing for 12 months now instead of 24 months, which makes it even harder for many people to pull off.
 
There will definitely be a new Ultra every year there will be a regular Apple Watch, even if the only change will be a new processor. There is no way Apple can sell an Ultra with a worst processor than the regular watch.

What's to say there's a new processor coming to the regular Apple Watch?

The regular Watch is due a visual refresh and that's all we might see in 2024. If the internals stay the same then I can see the Ultra being left a year.
 
they're just not really advancing it, hell they even shoved the same processor in it for years... I'd be just as happy with a 7 as I am with my 9. no noticeable difference there even with the new processor.. not every piece of tech needs a yearly update...
If a manufacturer wants to sell devices to folks, with money, that specifically want to buy new products, then they must have new products available to sell. And, there’s a LOT of makers, in and outside of tech, that want to sell to this group. At this point there are still FAR more people without Apple Watches than with Apple Watches. The yearly release isn’t for those that already have them, it’s for the billions that don’t.

sure, that's your opinion and that's fine, but you are not seeing the bigger picture in that there are still folks who do not even have an AW and those who have S3/4/5/6 etc and don't upgrade every year ...

It’s a big processor upgrade, it just isn’t being utilized to its full potential yet.

If they put a new chip in the Apple Watch, then they’re forced to upgrade the Ultra, too. Can’t leave it behind…
 
Seems like I picked a good year to upgrade! Series 4 to Ultra 2.

They should just do this with all the watches. They’re basically doing that with the iPad now, and seems like they’re doing it with some of the Macs. It makes little sense to update them so frequently. They have a broad enough product mix now that they can have off cycles and not worry about dips in upgrade cycles as everything evens out. Probably also saves them a lot of money to sell year old hardware for another year at the same price. Remember, most people don’t upgrade as often as those of us on these forums do, or even know when a new model is coming out.

Before this new Watch generation, they basically had the same SoC for three generations. If the new display tech and the blood pressure monitoring isn’t ready yet, then it doesn’t make much sense to make a new model because there’s not much else to add. With something this small and mature as a product, you can’t do a lot with it annually.

Honestly I think even the iPhone is at this point. It’s kinda lackluster year to year. At the very least most of their products could be on 18 month cycles instead. I’ve noticed Sony does that with a lot of their cameras.
