M1 Max CPU usage.

My activity monitor after editing some short clips in Premiere Pro on the new Macbook Pro 16" M1 Max.
Any ideas as to what might have caused the issue?

955% CPU Usage.

How is that possible? Editing a small project on the new MAX chip?

I suppose it depends on what you were doing. Some editing processes are highly CPU-intensive, and it looks like Premiere Pro is taking full advantage of the available hardware.
