I finally found what was causing all this and now it's fixed.

It was a new feature of a formerly Safari-only content blocker what I don't even need on my Mac and also never paid to activate that new feature. I just installed the latest update three days ago and decided to open the app for whatever reason and saw this:

But the problems had been there before.
Not sure if it didn't show up here before the latest update I installed or if I overlooked it. It normally shouldn't have it's own category. It feels like I never saw this before although I had been in the extensions settings a few days ago to disable some stuff.

I don't think I installed all those updates. Bust I must have installed the update from about two weeks ago directly before updating to Beta 3. At least it all started after the installation of Beta 3 had been finished. I often update every app to the latest version while the macOS update is still downloading or preparing.

I definitely had noticed it, if it was together with AdGuard and Little Snitch in the category Network Extensions. Both are also in the Network Settings / Filters & Proxies.
