Seems fixed. This was my biggest issue.
It looks like Windows Vista all over again. So many popups, at the end of the day, I'm starting to accept or reject everything blindly...
And even more strange, you have "Allow for one week" or "Open System Preferences", what if you don't want to allow it at all ? You have to open Systems Prefs and configure it ? And where in System Prefs is the expiration date of the authorization ? This whole thing is a weird UI, not thought out.
I didn't really know how to explain. When you drag a window at the top, it triggers Spaces, when what I really want to do is maximize the window.
A workaround I found was to press the Option key while I'm dragging... Not ideal, but OK.
One thing I like about Apple's version of window tiling is that if you have a window on the left or right portion of the screen, no matter what size it is, it will adapt the other window to take all the remaining space on your screen. Well thought. Magnet didn't work that way.
I think you're right. I never realized. Maybe because since Mojave I didn't really install macOS betas, or I installed them in September, so didn't really care about losing a week or two to have the final Xcode.
One other workaround that I thought about, but won't use it, is that I have Xcode Cloud enabled, so my app compiles there, and not in the beta compiler of Xcode.
