Okay...wondered why include 2018 MBP then, if it stops at 15.0...sometimes Apple makes nonsense, indeed.
The only reason we already have a 15.1 beta is Apple Intelligence. As this requires an Apple Silicon equipped Mac it wouldn’t make any sense to release a 15.1 beta for Intel. Once there are legit updates other when Apple Intelligence, like bug fixes and security patches any Mac supporting macOS Sequoia will get those subsequent dot updates as well.

It's not an artificial [pun intended] barrier. Fundamentally it has nothing to do with Intel or ARM, so it's not that the ARM based T2 chip could enable it. Most of the heavy lifting is done be the NPU for which the Apple A10 based T2 isn't even a match. Keep in mind that the "oldest", "least performant" iPhone processor capable of Apple Intelligence is the current A17 Pro chip. A cool 7 years newer typ of technology. While older generation chips, when equipped with enough resources can handle Apple Intelligence, like the M1 which is based on the A14 core design, can handle Apple Intelligence it also features 8GB of memory. That is in stark contrast to the T2 chip featuring 1 or 2GB of RAM, dependent on the specific Macs storage capacity (as the T2 also acts as these' Macs storage controller).
