Well yeah but that's kind of the point right? The 7 series is technically the "flagship" of the BMW lineup, however not all BMW buyers would be interested even given an unlimited budget.
Someone wanting an SUV will want an X5. Someone that wants a high performance car will look to the M3/M4 (let's not even get into the M2 here). Depending on options and engines, the 7 series, X5 and M3 can all be had for similar prices.
Would the guy in the M3 look jealously at someone driving a 7 series? Maybe, but probably not, plus he could choose to look at the 7 series in his rear-view mirror.
Whatever device or car a person is using or driving... As suited as it is for that person... The 7 series / iPhone 6S Plus is the flagship. I personally prefer a 5 series / iPhone 6S but I still recognize the flagships as the 7 / iPhone 6S Plus.
You can like the M3 all you want but just because you feel it suits you better or is faster it still won't have all the bells and whistles of the 7. Also, compare fully loaded to fully loaded. Instead of the cop out base 7 with full optioned other car.
*I didn't think this car talk was going to keep going for as long as it has. Anyways. I understand different people have different preferences for size of phone. My main point is the SE is a great phone but the lack of OIS and other hardware features means it is not the flagship. Neither is the 6S since it also lacks the higher resolution screen, landscape mode and OIS. Some people seem to have a hard time accepting the SE as not a flagship phone. Personal suitability and preference does not make it a flagship. (This goes for the cars topic also.)
