Haven’t tried re-pairing (because I don’t really care), but my mickey/Minnie voices still don’t work after 4 days.
 
Mine has been on the charger for hours and still doesn’t work.

Same thing happened with my s4. Then one day it just randomly worked.

This is dumb.

There needs to be a way to force it.

13.1 and none is talking. the problem is that i upgraded my gf watch also and she is 1 step before breaking up with me since she only loved that thing from her watch and now none of them are talking

The only way i got it to work was to un-pair the watch and re-pair it, setting it up as a new watch. Mickey started talking immediately after the re-pairing was complete. Did not have to put it on charges for voice files to download.
 
I've simply done this:

in "Watch" app on iPhone, I went in "My Watch" tab, entered the already-installed Mickey/Minnie watch face settings, disabled and re-enabled "Tap to Speak Time".

Both Mickey and Minnie now talking!

Re-paired once... All is working as it should. These watches should NEVER have any issues, as much as they cost... Simply put. Someone needs to proof their software on a few people before releasing it to the public... and by a few... I mean a few hundred or more. Seems like a lot of folks had this one item... but have overlooked other issues, like sometimes My watch does not light when tapped at times...(I don't have it set to come up when turning your wrist to view... have it set to tap)... Dictation is "iffy now as well... and I have an issue where it won't stay charging when seated squarely on the charger at times... I can remove it and replace it after about 5 minutes and it stops the charge on/off chime and visuals... This has been no issue until the update. I haven't found any other issues yet, but I'm sure I'm not the only one finding Other issues than Mickey and Minnie having laryngitis.

I have an open ticket with Apple about dictation failing more than it works since the update, I'd suggest contacting them to let them know you have issues as well. The more data they collect the better. You're on the 3rd page of a thread, so yeah others are having issue. Hopefully other people are reporting to apple as well.

I underestimated this year's watches...the two "mice" on my Series 5 never talked after waiting for days after setup. Finally decided to set the watch as "new" and they started yapping again. ;)

Apple has to indeed look at this now!
 
I have an open ticket with Apple about dictation failing more than it works since the update, I'd suggest contacting them to let them know you have issues as well. The more data they collect the better. You're on the 3rd page of a thread, so yeah others are having issue. Hopefully other people are reporting to apple as well.
Yep... will start a ticket on it as well. I have been waiting to see if I would find any other issues before writing Apple on the dictation issue. I had Mickey talking for a day, but now it's got no speech again. I believe it's a Haptic/taptic issue, the way the watch is acting. As I stated before, there are times when tapping doesn't "wake" the watch to view the time, either. It could be a response failure of some sort.

EDIT: (next day) all of a sudden Mickey's got his voice back today... nothing else changed except that. Still having the slow to respond taps and dictation... but dictation seems a little better this morning. I didn't;t have to re-do mydictation this morning, but it took it a few obvious seconds to show me the text I dictated... All in all I'd say a little better than yesterday.

I still have the dictation errors, although doesn't seem as bad after resetting the watch for the 2nd time. Fails maybe 5 times out of 10, was 8 previously. Apple keeps calling me back when I'm at work when I can't answer, even after being specific about my availability. They just left a message that they'll reach out to me this evening, so we'll see what happens. I'll try to call them later when I get out.

I unpaired and repaired and it still doesn’t work. Is there a way to get the old system back?
Some people said charge it overnight works also. Did you contact Apple to let them know you're affected?
 
Tried unpairing and re-pairing, tried a hard reset, tried leaving on doc overnight for multiple nights. Nothing gets Micky and Mini back.
Contacted Apple support, and the support tech told me he is having the same problem and has a series 5 watch. Says Apple is aware of the issue and trying to fix it in a future Watch OS patch.
 
Mickey randomly started working for me on my Series 3 two days after installing WatchOS 6. At first I also had a few other issues. Calculator wouldn’t work saying that I hadn’t installed it on my phone - it was there and always had been. Had some other issues with Watch apps not working and giving a blank screen. However, after a couple of days everything started working fine. Yet I did absolutely nothing - odd.

After spending 45 minutes with a Genius Bar member we were unsuccessful in getting Mickey or Minnie to talk on my AW or his. So he said he will send a note to Apple engineering.

WatchOS 6.0.1 has the cure for what ails Mickey.
