I see both avenues having advantages, but a basic user is more dynamic than what you're portraying based off your quote.
Web browsing, email, photos/basic editing, video/basic editing, music/basic editing, ebooks, word processing, spreadsheets, presentations, gaming (touch or gamepad)...those are all easily done on a standard iPad, and I think most of those cover what a basic user would be looking for in a computer. That's also a very conservative cross-section of what you can actually do on an iPad.
