There is no "music piracy" tax on hard drives, computer CD burners, iPods, flash memory or anything similar.
There is a tax on consumer audio CD burners (the kind that are stereo components), but not on computer CD burners or on professional audio CD burners.
There is a tax on blank "audio" CD media (the kind required by consumer audio CD burners), but not on general-purpose media (which will work in computers and professional audio burners, but not consumer audio burners.)
Back in the 80's, there was talk about taxing blank cassettes (audio and video), but I don't think that was ever passed into law.
