but apple wont release the next update after 4.0.1 till september.

Unfortunately, until they do release something, we are not going to know the exact reason for the seeming delays. I have zero doubt they know exactly what they are waiting on, and despite everyones adamant responses, it's not necessarily the 4.0.1 update.
