Easiest would be to get a replacement and purchase another iPhone 5 running iOS 6 off ebay. Unlock the replacement and sell it.

I ebayed my iPhone 5 with iOS 6 still on thinking people like you would gobble it up but it didn't drive up the sales price so there aren't too many iOS 7 haters out there.

Hello Jay! I don't hate iOS 7. Many people here seem to be very happy with it, which is good enough for me to think that it is a fine and worthwhile OS. Unfortunately, it just doesn't work quite as well at the moment for my particular situation (which I noted above). I realize that my preference may be unusual, but I don't think that means I hate everyone else's (or the thing that they like). I wouldn't pay a bunch of extra money for a phone with iOS 6, though. In this case, since I already have one, it's a bit more straightforward decision :)

I am wondering, though, if it is at all possible to update my phone to 6.1.4.

Currently you cannot update to iOS 6.1.4. It's either 7.0.4 or factory reset on the phone itself to keep the current version.
 
You can always restore it on the spot by going to Settings > General > Reset > Erase all contents and settings. In fact, you should do that before handing them the phone when swapping out if they don't ask to do that.

I think typically when they ask you to restore they want you to do it in iTunes and download the latest iOS version, even if it's what you already have. In my case I was working with the phone support and they wanted to do the restore before they would authorize a new iPhone to be shipped, even though the problem with the home button was clearly a hardware issue.

Yes, they'll ask you to update to the latest iOS because that fixes some of the bugs and some people don't bother to update. It's easier for them to walk you through restoring in iTunes than within the iPhone but either way accomplishes the same task (setting it up as a new phone rather than from a backup to rule out a corrupted backup).
 
You can get an iPhone that comes with iOS 6 it is just somewhat luck the draw and depends where the phone came from etc...

To be honest, you're probably not going to find a replacement iPhone coming with iOS 6. Of course, there are probably a few of them lying around here and there. But the chance of you getting one is extremely slim. You wouldn't know if you got an iOS 6 replacement until you turned it on. And, if it didn't have iOS 6, they're not going to open another one to see if it has iOS 6 on it or not.

Unfortunately, I believe the best option is to continue using your phone as it is or upgrade to iOS 7.

Like I said it really is luck of the draw depends on each store you go to. Nothing is certain that is for sure. Sorry its not some definite information for you =(
 
Hello blueroom! Thank you for responding :)

The power/sleep button is malfunctioning. It is unresponsive now. It can work if I press it *just right* but otherwise seems to be unhappy. Sometimes the camera seems unhappy, too. It was having some trouble focusing the other day, although now it seems OK? In any case, I have taken very careful care of the phone (no drops, moisture, scuffs/scratches, always in a case since the day I got it). Cosmetically, the phone looks nearly brand new. So, I guess maybe the button sometimes wears out.

I do know that the replacement will have iOS 7. This is why I would like to fix this phone rather than upgrade. Any ideas on what to do with my current predicament? I have to return it by Tuesday, I think, if I do need to replace it.

Do one thing, return and when you get a replacement, try to get iOS 6 on it. In this way, you will get a better camera, power button and anything else that seems unhappy to you.
 
I am uncertain if this will work, but have you tried to wipe device using the iCloud/Find my iPhone feature? It may wipe everything without asking for your restrictions password.
