i think it stems from the fact that apples old hardware back in the day ppc etc could run just about everything they ever did until they moved into intel and mobiles. Have to admit that as there is very little difference between iphone 4 and 4s you would think siri would be on the 4 but hey what do i knowWhy won't my device run all the new software totally for free?!

I don't see what the issue is. If you don't have the latest equipment, the latest software won't run well, because it takes advantage of hardware advances.
Why do people expect their devices to always run the newest stuff?

And Samsung just gave us another reason to seriously consider their phones. They announced so called TecTiles. Those are NFC tags that can be purchased and programmed from your Samsung phone (about $3 per tag). here is how Anandtech describes some usage scenarios:

I second this. I backed down from the thought when I heard all that iOS6 was going to offer but I can't get any of the goods on my iPhone 4? I'm still going to have to jailbreak to FaceTime over 3G and the turn by turn navigation was huge. This totally sucks on their part.

Is it just me or does anyone find it odd that the iPhone 4 is getting lack of support? The difference from the 4 and 4S aren't that huge. With the exception of Siri (and I still think Siri should of been added on the iPhone 4) this is ridiculous.
I can understand the 3GS completely but not the iPhone 4.
I find the lack of turn by turn navigation on older models perplexing. After all, there are plenty of apps that provide a 3D view in their turn by turn navigation that work just fine. Many of the standalone sat nav devices that do it are far less powerful than say an iPhone 4, so if Apple have built replacement map software that really needs the power of a 4S just to render 3D turn by turn, they should think again. Or add a 2D turn by turn mode, because it's still better than nothing.

If you understand that Facetime over 3G isn't added on the 4 due not capable of hdspa+( this is apple's reason, not saying it can't be done) then you should understand that there is no support for the turn by turn navigation.
This will not work great because the maps are not preloaded, so you need a good internet connection to keep up with you.
Chances are it takes to long on some 3G connections, and Apple doesn't want to take chances that things aren't working well.
So if they don't support one ( facetime over 3G, or turn by turn) then it makes complete sense not to support the other.
I don't believe that for a minute. You can drive around with the current map open and self updating and it works just fine on 3G. Map data is going to be way less bandwidth than video.
