So, I bit the bullet and got a new MBPr on the cheap since I needed it.

I have the Photos app set up as follows: iCloud Photo Library (✓) optimized for storage, My Photo Stream (✓), iCloud Photo Sharing (✓).

Most of my photos and videos have synced fine, but it's been stuck at "Downloading 108 items" for 2 days now. Storage space is more than sufficient, wifi connection is fine, battery charge is fine, and I have tried leaving it plugged in over night with and without Photos open.

Any recommendations as to what is going on and how I can get it to download the remaining items?
 
This is common, but it usually finishes up within 24 hours. All i can say is quit the app and restart your device. Wish I could be more help :(
 
I had ~7,000 photos to upload... that took ages. But two days? Nah, seems weird. I'd try turning off all the Photos settings in iCloud, restarting the computer, and then just leave it completely alone to do what it needs to. An ethernet cable may be more reliable, and you should (obviously) make sure you leave the Mac with the "never go to sleep" setting on. Try not to use the Mac during this time, especially for internet work, as it will slow down progress. Turn off background, internet enabled applications such as Google Drive, One Drive, Dropbox, etc. as they will again slow down the speeds.
