Try going into Restrictions and disabling Connect.

I wouldn't really suggest that going into iOS 9. iOS 9 has removed that option and if you had it disabled prior to install you lose the ability to bring it back.

Also it might be something else draining his battery (or he is moving around lots within the app while playing music) I've had Music app literally use 0% over the course of a 45-50 minute train ride. (Started the ride with 96% and ended the ride with 96%) Music playing the whole time, screen off (only turned on screen twice to quickly check email.) This was also with everything on but all locally store music with some downloaded for offline AM music.

I do look at the music app a lot when I play music. I like to choose which song I'd like to play next. I've always done this, and it used to consume max 4% of the battery with approximately 2 hours of music app usage. 8% seems a bit excessive... I'll disable Connecy, and see what happens. I've avoided doing this because I have no idea what Restrictions do...

That will not be a problem for me. I have zero use for connect and it's terrible use of resources. I will keep this in mind when giving advice in the future though.
 
I disabled Apple Music. And I disabled cellular data for music app. But the music app lags even when playing songs locally stored on the iPhone. Screen would turn white for a couple of seconds. After using search, the app becomes unresponsive for a second. Loading my music collection list takes a couple of seconds while it should in fact be instant. And songs would randomly start in the middle...? I also noticed the app consumes battery noticeably a lot more than before. Today, the music app used 8% while normally it used to use 3% ~ 4%.
These issues probably have nothing to do with Connect or Apple Music, and maybe not even 8.4 itself. Historically, iOS updates do go awry upon installation for some users, resulting in high battery drain and quirky performance. This seems especially true with over-the-air updates (IMO).

If you restore your iPhone to re-install 8.4 that will likely to fix the problems you're seeing. For reference, I'm not using Apple Music and have not had any significant battery drain or delays in loading my local music. That's not to say I haven't had some quirks, but not the ones you're pointing out.

So maybe do a local backup of your iPhone to your computer, then restore it (to erase and reload iOS 8.4) and put your backup back on to load up your settings, and then apps and media. A pain for sure, but likely to fix your woes. I'm waiting until the weekend to do the same ...

Thanks for the input. I am planning to do a clean install through iTunes when final version of iOS 8 is released (I guess I will keep iOS 8 instead of upgrading to iOS 9). I'm not even going to bother with back-up... I will redownload everything, reconfigure all the settings, and manually re-import all the data.

I reluctantly did a clean install of 8.3 because my back-up data were corrupt (probably a bug in 8.3...). I never experienced any issues during the period I had 8.3 on my 5S. I guess clean install is the way to go

iOS 8 has been excellent for me so far, but 8.4 seems to have affected my most used app...
The music app in iOS 9 beta works great for now. I can listen to local music with zero issue. I don't know what was going on in iOS 8.4.
By the way, music app is also my most used app. :)I also have apple music completely disabled.
