Yes.

System>Preferences>Startup Disk

Select the drive.

Reboot

OR

Reboot, hold down OPTN and select which drive you want to boot from.
 
This would only work if you have a Mac efi GPU or opencore.
I don't know how to interpret that.

I have a 2009 MacPro 4,1 that was upgraded to a 5,1. That gave me to ability to upgrade to Mojave natively, which I did. It has two NVIDIA GT 640 video cards, which give me boot screens. I can hold down OPTN and choose which drive to boot from.

Does that mean then that I have a Mac efi GPU? I'm unaware of having anything to do with opencore.

My wifi only downloads at 60Mbps.
Do I need a new wifi adapter?
If so, are they difficult to install?
Which one is recommended?
 
Your WiFi speed will be dictated by your Broadband/Fibre speed.
A Mac Pro has 802.11n WiFi which is up to 300-450Mbps.

My Macpro gets 60Mbps on 5ghz.
My smartphone gets 150mbps+.
 
What is your current OS version (I know you have been talking about upgrading the OS).
There have been some issues in the past with Bluetooth interference, turn off BT and turn on again.

MacPro 5,1 227 Mbps beside router.

It's about 120 now.
I might just get a 5Ghz signal amplifier.

Are there any thick walls (eg: concrete or brick) in between the router and your MP? That would interfere with the signal. Would it be possible to move the router to near the Mac Pro? Or run Ethernet instead.
