The part where it says that the software must be 'acquired on November 23, 2007 with a dated receipt of purchase' makes me think that you have to have it physically in hand on that day.... so online sales might be a no go... I sure hope I'm wrong!
Wow, this seems a little too good to be true...but it's got me considering!
I'd really like to pick Office up for my kids- my daughter in particular will be required to do her first Powerpoint presentations this year- but the rules for qualifying for the Student Teacher Edition of Office seem nebulous... do I qualify as a parent of two kids in public primary school?

Appleinsider is reporting that Microsoft is offering a $100 mail-in-rebate on copies of Office 2004 that are purchased this friday.
The student and Teacher edition is $124.99 on amazon:

Qualified Educational Users include full- or part-time students, home schooled students, and full- or part-time faculty or staff of an accredited educational institution.
He's obviously a parent of two minors so I would say he's qualified.
Based on that, he would be eligible. But it's what Microsoft says that counts, not Amazon. Their eligibility terms don't explicitly allow for the guardian of a minor student to purchase the S&T edition.
