I must be missing something here, but why has these been 'much desired'?

When a phone call comes in you want to see quickly who it is, and either accept or deny the call. At that point this is the SOLE purpose of the phone. Until you accept or decline you can't do anything else anyway, so what exactly is the advantage of making it smaller and more 'unobtrusive'?!
Declining vs. simply not answering a call are different things. The idea with a notification type of approach is that things aren't obstructed by it and don't block you from doing something and you can just dismiss the notification without actually taking any action on the call (answering or declining it).
 
I hope there's an option for whether you want calls to pop down from the top of the screen or up from the bottom.

With the current design, if I'm holding my phone, I can easily swipe to answer or reject a call with my thumb if the controls are at the bottom of the screen. It's a one-hand, one-gesture operation. If the call comes up as a notification at the top of the screen, I have to either use the app switcher or my other hand to get to the phone app. That's bad design.
 
Excellent news. This and multi-stop directions for Apple Maps was my primary wishes for iOS for years and nice to at least finally tick one of them off the list.

So glad for this. Can't believe how many times I've had to wait for a call to go to voice mail on my phone and I just wanted to decline it immediately and get back to what I was doing.

Well, you could/can decline it immediately now, it's more in the sense if you didn't want to answer it or decline it that you would need to wait it out.

First smartly-executed mp3/music player with intuitive operation, fantastic control software, and super-large storage?

First touch smartphone that fixed many broken aspects of prior competitor attempts and set the mold for all the lemmings copiers?

First consumer tablet executed so well it set the mold for which no competitor has caught up?
 
One of my top iOS annoyances but can you swipe it away without declining and let it time out to voicemail because declining is rude? Finally an update with meaning and not just a version number change.

i began to get so mad, when they didn't mention this in the ios presentation, but the ipad os, but luckily they came to their senses)
 
How hard it was to think about putting "answer" and "hang up" buttons on opposite sides of the screen instead of close one to the other? Is not it obvious?

So only the incoming call UI becomes a banner? What about when you make a call, does it take full screen? What about the during a call screen?

Well, when you are making a call you are initiating the action so it's not really an unexpected interrupt in that sense. While you are in a call you can go to the home screen or another app if/as needed, so you aren't blocked in that sense. That said, having quick in-call controls that can be accessed in what's presented as a notification/widget at the top of the screen so you can use them while you are in another app or something like that would be nice.

Hell yes. Pisses me off when someone calls while I'm using a map.
Yeah this is absolutely the number reason why the full screen calling pissed me off so much, especially when someone calls right before I'm about to arrive someone and really need the map.

Finally, only took them 14567 years 😂

Now to wait 39485 years for them to remove the horrible home bar. 🤦‍♂️
