Interesting theory. I'm often on Wi-Fi so it's hard to isolate that. I guess I can turn off WI-Fi for a day or so and see if I still experience any non-delivered calls. Still, the fact that majority of people posting about this issue being on Verizon also seems somewhat interesting.Ditto. It seems to be related to wi-fi I only seem to be missing calls when wi-fi is enables.
Most of the time if I call myself it will go through on the fist try (once in a while it won't but usually it will).I tried everything I could think of today including a clean install and I still didn't receive random calls. Odd part is that if I called my phone and it didn't go through the first time it would work without fail on the second call.
I know I have do not disturb off but the repeat calls setting states "when enabled, a second call from the same person within three minutes will not be silenced". Perhaps it could be some type of glitch or maybe I'm just driving myself crazy looking possible causes?
Anyway, I have decided to revert back to beta 2 for the time being and it hasn't happened since. Beta 2 doesn't expire until aug 8th so hopefully it is resolved by beta 4 or better yet a fix is found before then
Definitely not DND related here as it's off for sure when it happens (and I've even tried enabling and disabling it manually as well just to make sure even more).Do a soft reboot and triple check DoNot Disturb is off. Had the exact same issue with Beta 2, and it was DND kept turning on. One call would hear nothing, call right back and it rings. Its a DND issue.
I am getting a similar problem. Sometimes when I get a call I answer and it becomes 2 phone calls with the same person but there's no sound. The person on the other line told me later that the call was going straight to voicemail.

I am on Rogers in Canada and most the time calls come in and my ringer is not working and its not on do not disturb. Also when I answer the call it shows the same call is on hold so its like having 2 calls on my phone and it even gives me the option to switch between callers. Also the person on the other end cannot here me too. This is random as sometimes calls come in and works fine with sound of my ring tone. But the issue I am having receiving calls is on most calls so I decided to downgrade to IOS7 2 as I cannot live with not receiving calls.

I've got a Verizon 4S and I have the same problem. Calls aren't being delivered. Doesn't matter if my phone is locked or unlocked. I'd say that probably 75% of the calls aren't being delivered.
I tried doing a clean install on b3 and that didn't help. Then I tried going down to 6.1.3 then up to beta 2 and then an OTA up to b3 and that didn't fix the problem. This is the first deal breaker I've had with running the beta's so now I'm back at 6.1.3 until beta 4 comes out.
I've been having an issue of my phone ringing from people in my contacts yet when I pick it up there is someone else on the line and sound confused.
I'll call that person back and ask if they called and they'll tell me they did but it just kept ringing and didn't even go to voicemail. It happened once when my mom called me except she got someone else on her end and I got someone else on my end.
