Apple has at least 10x compute power over DSLRs. People buying an iPhone 12 Pro just want the best picture quality and not spending 2h per photo post editing 2 minutes cloning them out.
Fixed that for you. Is it a bit of a pain? Yes. Is it a show-stopper? No.

I get much better photos out of my phone now than I used to get out of a film point and shoot, and it's a fraction of the size. And I can edit them without a darkroom. And I don't need to wait for them to get developed. And it has several lenses. And it's a phone / music player / internet device etc. as well. I think we forget how spoiled we are...

It’s not a flaw, it happens even on expensive Pro DSLR’s with lenses worth 10x the price of an iPhone.
I really hope people would be a little more demanding though I do understand the flare is not an issue to all. In my opinion this quite strong tendency for flare definitely is a flaw and not only the dots, but the tendency for strange reflections and flare in situations some other phone cameras manage way better. Unfortunately those other phone cameras are inferior in many other ways.

Not a flaw.
All cameras do this if you shoot into bright lights without a lens hood.

It is a user error, not a camera flaw. Photography 101: Learn to use the light to your advantage not your detriment. If you aren't trying to use lens flare artistically, don't point the camera at bright light sources.

Random photos, iPhone 12 Pro Max, only edit done was in the Photos app hitting “auto enhance”. Standard Wide Angle used for all shots.
