While it would be good to make it more clear, every app in the App Store does have a compatibility list, so it can be good to review that before purchasing once your iPad gets to be a few years old.

But who is conning you: Apple or Pixelmator Photo?

Clearly the latter needs certain hardware specs to perform decently, hence you need the former's fairly new devices (Pro's from 3-years ago isn't really brand new, anyway) to be able to use them.

Or maybe they're both conning us, and Pixelmator shouldn't bother making higher end apps, and Apple shouldn't make newer faster devices for this software to work on? A circular dead-end argument.

Welcome to the perpetual upgrade. If you want to use newer high-performance apps, then you're going to need to have newer high-performance devices. Or stick with the current devices/software you have already, and deal with it for a while longer.
Nothing new in the world of tech there, move along.
