My 12 yr old’s 6S just died (per Apple after a trip to the Genius Bar and diagnostics). Options are endless. We have an upgrade we can use with Verizon. Options being considered:
-I can upgrade my 6S and give that to him but will I get a cheaper XR or XS if I wait for iPhone 11 release?
-keep my 6S and buy him a refurbished phone for the time being? We bought our older child a refurbished 6S 2 years ago and have had no problems — what model should we buy if we go refurbished?
-Or a new option not yet considered

Wait for the new iPhones to get announced. Then decide if you want to buy it or not. I'm upgrading since i have a Oneplus 6 and I'm tired of Android lacking software features. Hope it helped :)
 
Wait and see what’s coming next. If absolutely necessary to have a phone prior get the cheapest working thing out there.

That would be my strategy at least.
 
12 year old with a phone? I would say buy an old style cheap flip phone if there is an urgent need. However, if not, wait. Although I have to say, usually, when Apple announces and releases are always months apart.

It's been recently shown with independent testing that the iPhone 7 transmits RF energy beyond acceptable limits. That being so, I'd avoid that phone especially for children. At this point in the game, the safest choice and best value is a refurbished iPhone 8 or 8 Plus.

For one, why do you act as if a 12 year old with a phone is odd?
Second, unless a unique issue, Apple will announce the second week of September and release 10 days later. Not months. The anomaly was the iPhone X.

I would suggest getting the cheapest refurbished modern-ish iPhone you can get for the time being (maybe an iPhone 5s or SE) so your child can have a phone to use. Then see what Apple announces in the next few weeks. If you like what they announce, you can get the new phone, pass your 6s to your child, and have the cheap refurbished phone as a backup phone or repurpose it as an audio player, etc.

Can you show me a study where such levels have hindered child development? What do you know of RF? What is "safe"? Just because there is a test, doesn't mean it is an issue.

For one, in my personal opinion, I would not give my child under 15 a permanent cellphone because from my personal experience, they aren't responsible enough yet. Yes, I said my personal opinion, but since you asked me why I found it odd, there is your answer.

Finally, how do you know it'll be the 10th? There aren't any rumors thus far of an impeding events. Usually by know we already have a rumor with scheduled black-out days. Thus far, nothing has popped. Hence, I beg the question as to how certain are you. Finally, just because it's announced, doesn't mean it'll be released the same day. It could very well take two months for the new gen devices to go on sale.

There has definitely been a pattern. The only anomalies were an anniversary edition X and the XR. The new phones will not be released the same day. They never have. But 2 months? No.

I used to work as an RF engineer designing 2KW (2000 watt) paging towers, commercial 2 way trunking repeaters (1000W), and high energy disruptive microwave links that needed to be on top of rooftops to avoid human contact.

Back when I first got my lunch box cell phone, it was a handset type with a long antenna in a lunchbox style container with a huge battery that weighed over 5 lbs. Back then it was allowed to transmit up to 3W of 400MHz signal because cell towers were only on hilltops.

Now, with the advent of multiple dense cell towers and higher frequency RF ranges, the power output has been cut to no more than .6 W (600 milliwatts) of RF energy.

I'd like to see who made a study on cellular energy versus childhood illnesses.
