Wow, what a shot. I wonder if that was taken by a guest or someone else, because I don't think it would be easy to have a tripod (assumed since it looks like an extended exposure) with all those people. Plus I don't think they would be allowed in. Nice photo nonetheless.

1. Download ClearDock or something similar.

2. On your selected wallpaper, Photoshop a desired 'design' for the dock, and do it where the dock sits.

With the transparent effect on the dock, which is placed over the wallpaper - it gives the illusion of a customised dock shape.
