Stupid me - I downloaded it to my IBM laptop. It's a piece of ****. There are no menus (no text anyway). I opened it several times to make sure, rebooted (as you have to do in Windows, as we all know, when things don't work), and still, no menus. Piece of ****.
I had the same thing happen when I installed it.
But, I found someone had already stumbled on the fix on Apple Discussions:

Just rename a file / folder and move a couple of fonts into the Windows Font folder.
Sure, it's not elegant. And, it's down-right embarrassing. But, the fix does work. I have Safari working just fine now.
It does reflect poorly that Apple had these glitches. It would have been far more impressive to have had it work flawlessly for everyone from the start. But, it didn't.
On another note, am I the only one who has wondered why Windows users will be able to download Safari for free and get the latest version, while Mac users have not been able to do so?
By that, consider that to go from Safari 1.x to Safari 2.x we were required to purchase a newer version of OS X.
Sure, you could copy Safari 2.0 from someone else's Tiger installation to run on your Panther system. But, there was no means to directly (and legally) download Safari 2.x for use on OS 10.3.x and older.
Apple's website and distribution model would indicate that if you wanted Safari 2.x that you were intended to purchase Tiger. That was one of Tiger's main features. They did not intend for users of OS 10.3.x to get Safari 2.x without buying Tiger.
So, Windows users get a free pass, and Mac users have to buy the right to use the latest Safari? What kind of support is that?
