It doesn't appear that Java is allowed on Sierra at all. Apps that depend on Java like Adobe's Creative suite prior to Adobe Cloud won't work without Java.
You can install Apple's Java update 2015-001 in Sierra without a problem. This is what CS6 would need to run, and Illustrator CS6 launches perfectly fine in Sierra once this update is installed.

Thanks. I did get it to run but it's very slow, as if running in some emulated and/or sandboxed space. All other apps, including recent Adobe Photoshop run fast.

It's neither emulated nor sandboxed. Why it's slow? Any number of reasons, but not those.

Whatever the case, Illustrator ran normally on El Capitan. After Sierra, it takes forever to boot up the app and then a noticeably longer time opening up documents.

Everything about Sierra seems intent on stomping out non conforming third party apps and plugins. No option to open non Mac App Store apps by default, extensions like Java and Flash blocked out, etc.

I understand and agree with Apple being able to control all levels of the experience makes it a better one but it sucks that the thousands of dollars that I spent on Adobe apps are coming to a close. Oh well, it had a good run.

Haven't directly installed flash on mac or pic since chrome shipped with it bundled.

Anyone knows why I get the Safari Flash message when I open MacRumors Forum pages?
