Why does scrolling in Safari suck? How long has it been like this?

I'll be more specific for those interested in conversation. Scrolling in Safari is smooth. It's not stuttering or anything like that.
My issue is the way it slows and stops. It's very abrupt compared to Chrome, where you scroll and it slowly glides to a stop. Just seems like a much more refined experience, IMO.

I believe the OP is talking about the weight (inertia/momentum) of the scrolling.
