That's actually untrue. It is only an impression of thickness, and it is due to the fact that it is shorter and therefore stiffer to the touch.
Think of it this way: Grab a pencil between your fingers and apply a certain force to snap it in half. Now, grab half of the pencil you just broke and try to break it again. You will notice that it will take more force to bend and even break the half-pencil you got in your hands. It is intuitive to think that just because it's stiffer it must be thicker.
Now, back to your topic. I recall reading that 19% of males (most likely "urban" and "suburban" males) shave their legs and chest. That's almost 1 out every 5 guys. I currently attend college in florida and it is not hard to spot a guy in shorts with shaved hair. Take a closer look when you are walking around campus or highschool or whatever.
Now, the ultimate decision on whether to shave or not is up to the person to which this topic is tacitly directed to please, that is, the girls. Some girls dig the masculinity of hair, some girls prefer the feel of skin. My roomate is on a fraternity and they once threw a Toga party, the dilemma was whether they should shave their chests or not. They didn't know whether the girls would think of them grossly because they were hairy, and they also didn't want to come forth as very "metrosexual" (for lack of a better word, no offense to anyone) for having their hair shaved. In the end, we split the frat 50/50 and we all got laid...
The lesson: Do whatever you want, or shall I say, do whatever your girl wants. (cuz otherwise we couldn't give a damn about this topic)
I only use the razor to shave my face. I don't shave anywhere else. I do however, keep all my hair trimmed.
Now, how do I know all this? Well, I'm 19 and I had those same questions when I was your age. I had to do my own little research to come up with what I think is the best answer for me. So don't shave, just keep it clean and trimmed.
