How can I create a dedicated shortcut to open any file (not just specific ones like PSDs, etc.) from the Finder? I couldn't do this from the shortcut menu in System Preferences – "You can't add a shortcut for Photoshop." Are there any other ways to do this? The goal is to select any suitable file (JPEG, PNG) in the Finder, execute the shortcut, and open it in Photoshop.
 
You can create a "quick action" with Automator and run the action on the files in the Finder by right clicking on the file and then choosing the action from the quick action sub menu. See my screenshot for settings (replace Pixelmator with Photoshop).

Thanks for the reply! It's roughly the same as opening a file through the context menu and selecting "Open with...." That's not quite what I meant—I'm looking for a way to open a file directly by selecting a file or group of files and sending them to Photoshop using a keyboard shortcut. I thought about Automator before writing this post, but I couldn't find a way to launch the created action from Finder using a shortcut.
 
There's one other way…which is still in the OS from OS9 and earlier days. And I just tried it to make sure.

If you have Photoshop open, then what you could do is select the files you want to open in PS, press and hold CMD+TAB to show the open apps and then drop those files on the Photoshop icon to open them.

Of course, you have to have Photoshop open first though.

Note: The way it works is you have to select the files first, then start to drag them, THEN hit CMD+TAB to drop them on the PS icon.

This is the way. But at this point. You could literally just right click file -> Open with -> Photoshop
