I enjoy ios 7 too on my 5S, but I have been too scred to upgrade my ipad 3. I made a thread and a good number of people in it said they had performance decrease. That is enough evidence for me not to do it.
I know but Windows XP was the first version with a visual overhaul.

the iPhone 4 meets the minimum requirements for iOS 7. It may not run as fast and smooth as the iPhone 5 but it's nowhere near "unusable".
I personally helped 3-4 users in the office update to iOS 7 on their iPhone 4. I can see how it's not as fast as it is on my iPhone 5 but it's not this "end of the world" experience either.
You also need to consider all it takes is a few patches and Apple will usually iron out battery and performance issues.
None if that would really tell people what their experience would be like with iOS 7 on their particular phone with their typical daily use of it. The only thing that would do it is actually having iOS 7 on their phone and using it on a regular daily basis for at least a few days.That in itself is why people screw themselves in the foot when they updated to iOS7 they think it's going to perfect first hand. They should have done more research or tinkled the ivories at the Apple store before the updating of their idevices.
I think the strategy is perfect aligned for Apple. They want to move forward with their products , services and software. It's only fair that you move with them. iOS6 is now obselete.

There was six Betas of it. Most of them included substantial changes. It runs perfectly well on my 4S and everyone I know who has a 5 has not had any issues either.
Have you tried the standard troubleshooting steps?
You say it's not as snappy as the 5S, but is it as "snappy" as it was while running ios 6?
