I never keep money in my PP account, I'll go buy something using my PP master card (gives money back when you use it, got $150 back last year by simply using it..... no brainer) and use up the balance or simply transfer the money to my account.

FYI transferring or using up the Paypal funds has absolutely NO impact on protecting yourself... if a case is filed, Paypal will still deduct the funds from your account even if your balance is $0 -- so your account will be in the negative. If the case is not resolved then Paypal will withdraw the money from whatever account is on file (Paypal Mastercard, Bank Account, etc).

True that!! The number 1 party that Paypal protects is...paypal.
 
I just had an issue with an international buyer from Czech Republic while trying to sell my iPhone on eBay last night. After being on eBay for a week and selling to the highest bidder who happened to be from Czech Republic.

I forwarded him his shipping Price. Which was quite expensive for UPS secure international shipping. Then he refused to pay based on the shipping costs.

He claimed that that was not the price quoted with eBay auction. I then explained that the price of shipping was for domestic USA bidders only. And that International buyers were to contact me first for a shipping quote before bidding.

Something that he did not do.

I reported him to eBay for not following my bidding procedures. That I had to force him to cancel the transaction after much wrangling, I must add.

Needless to say have been relisted my iPhone 5, this time only selling USA bidders only.

It's not going to be worth the headache this time around.

False. PayPal canon EVER deduct money from any account without YOU directly authorizing them to.

They'll just take your paypal account negative and put you into collections...

I've been in the negative several times and for hundreds of $$$.

Sorry but you are wrong. You HAVE authorized them when you joined. If you would have left your negative balance long enough they will debit what ever they have account information on including but not limited to your bank account or any credit card. If that all fails THEN they will do the collections think and report it to the credit people. I know as I had a dead beat friend who had all of this happen!
 
Ebay is becoming so useless for sellers these days. Always siding with the buyer...

Not in my experience... I've won several high dollar cases (over $500), and one of those was a gift card that I sold... 2 cases were filed on me in that case, I won both of them... Took me time an effort, but paid off in the end...

Perhaps but the seller in this case used a method of delivery that is unreliable and has notoriously unreliable tracking. His mistake will likely end in his misfortune. It's a bummer, but this is not a case where eBay will side with the buyer unjustly. If there is no proof the phone reached the buyer then there is little the seller can do.

Nope. I HAVE left my account negative. I've got one that is $60 negative since 5 years ago too.

If you have no firsthand experience, then please sit down.

EDIT: Think about it bro...If paypal could force you to pay a debt, so could all the CC companies out there as well...

Only a judgement can get to your bank account without your authorization.

Don't ship abroad with USPS. They just hand stuff to the local mail in the new country, and stop tracking.

Once we sent a christmas package with USPS to relatives in Germany. It arrived in February... after a few inquiries.

Still, even with better tracking, why would you ship an iPhone abroad? Even if delivery is confirmed, they buyer can still claim that he got an empty box...

No he's right they can never actually pull funds from your bank account or credit card without authorization even if you owe them money. If you leave it negative for an extended period of time they will continue to send you emails asking for payment on the balance but will never pull it unless you authorize them to. It's illegal if they do that. They'll just send you to collections if you leave it negative for too long.

They can however reverse a bank transfer as long as it is not completed...

And just this week, they accidentally did a duplicate deposit into my bank account for $200, and they immediately pulled it back out, I have the credit and debit both showing cleared on my bank statement, but no record in my PayPal transaction history...
 
Yeah they can do that. I remember I tried to withdraw $2200 a few years back and someone opened up an eBay case and they canceled the whole withdrawal.
 
Apparently you did not read my post, I specifically said that I can't speak to individual countries, my statement on eBay policy is their general rule for items shipped based on their value.

For instance, I just shipped an item to Canada using the eBay global shipping program (which I have since opted out of), the item was showing delivered, the customer claimed they never got it, eBay took full responsibility and instantly refunded both of us the money. In another instance, I shipped an item over $250 without signature delivery, buyer claims they didn't get it, tracking said they did... PayPal still awarded me the case because it had tracking on it.

My point is, if you follow eBay policies and principles, you will rarely (if ever) lose a case.

This is true. Another good example is when I had a guy buy an iPhone 4 from me a few years back. As soon as he saw that I shipped it he filed a Paypal dispute and closed his eBay account. Since the package had signature confirmation and insurance, Paypal quickly gave me back my $650.

Now in the case of shipping things to Russia it's different (at least with USPS). The furthest the tracking will show is "into foreign customs". Then the problem comes when if it actually makes it to the buyer and shows delivered. If Russian customs stole the phone and swapped it with a watch or some other worthless garbage, there's nothing that can be verified by the seller. So in that case the buyer takes it up with the eBay seller and gets his money back for item not as described. Or another scenario I've encountered was when my package would show "refused" once it got to Russia and then come back to me with a wristwatch in the box or an empty iPhone box.

From late 2010-mid 2011 I used to offer Russia shipping on the iPhones I sold. Mainly because they were willing to pay so much more for them than buyers in other countries so I made a lot of money off them. But then just one or two packages that disappear can wipe out any other profit you made it started to not be worth it.

International shipping is fine to certain countries. Not Russia, it's a black hole and I recommend sellers not to send their electronics there.

Once your money clears your bank legit, they cannot do anything but pester you.

Taking money from your PAYPAL account is legal...Thats why I ALWAYS pull the money the second that its in there. Scammed or not, I HAVE to have that money while I work out WTH paypal and the buyer are up to.

If I get stuck owing paypal hundreds $$$, oh well. I close my account and start new. Bills come before paypal and scammers.

In Russia many postal workers steal. in 2012 to the post office next house - I know all the employees in it. It's 2 iPhone - it is seen by the track number and the weight was 2 pounds. I came to get, but they could not even find an empty box from under them!. I wrote a statement to the police on people who stole, but the police do not care about the post office, because of this there is a lot of stealing. A lot of stealing EMS, Prioriti big and medium box steal less.

and here they were (in Russia) can be found at the check phone number (ctn) is activated after a hard reset. Police can all thieves go to jail, but they do not want to do it .. The officer told me there is no direct evidence of theft, postal workers say they have lost the box with phones and all, and who then found!
 
This would be a good reason for eBay to restrict sales based on country.
If Russia has a ban on importing cell phones, then game over.

I had no idea, nor would I assume so to begin with. eBay really ought to prevent this by blocking the transaction altogether.

Nice job. How much effort did it take? See, if I go to Ebay, I don't want to devote my time to ensuring that I don't ripped off.

Several hours on the phone over a period of a month or so, had to get a Detective involved, but we ended up putting a kink in a crime ring that was hacking accounts and using people's eBay & PayPal accounts to purchase Gift Cards and high end electronics. Tracked the guy to Canada, not sure where it went after that, but law enforcement was hot on his tail last I heard... :)

It was funny b/c the detective in California that went and knocked on the door of one of the parties involved thought I was a detective... I turned over so much paperwork and evidence to him it wasn't even funny... He said, "Man, I've never gotten this much detailed information even from other Police Departments"... LOL I asked him if they were hiring... :D
